Family and Community Support Services

Family & Community Support Services designs and delivers social programs that are preventive in nature to promote and enhance well-being among individuals, families and communities.

FCSS is a unique 80/20 funding partnership between the Government of Alberta and participating municipalities or Metis Settlements.

The following is a list of some of the programs we deliver and programs that we support. We welcome your requests for community support and information.

Volunteer Income Tax

The focus of the Community Volunteer Income Tax Program is to assist low income individuals, families and seniors with completing basic tax returns. There is no charge for this service.

Friendly Welcome Program

Our friendly welcome program helps newcomers feel welcome and at home in St. Paul. Our volunteers deliver a package of promotional items from businesses and community organizations.

Meeting Room

The meeting room seats approximately 20 people around tables or 50 theatre style. Includes white board TV/VCR and overhead projector. Room is free of charge for not for profit groups with a nominal charge for other groups.

Community Counseling Services (CCS)

CCS provides counseling, education and information to strengthen the emotional wellness of individuals, families and the community. It is a joint program of the Town of St. Paul FCSS, The County of St. Paul FCSS and Mental Health Services.

Professional Counseling sessions are subsidized for Town residents by the Town FCSS and by the County FCSS for County residents. Rates are based on family size and net income to provide affordable services.

Meals on Wheels (MOW)

MOW maintains and improves the nutritional health of those who are unable to prepare adequate meals for themselves. This service can be accessed by phone or walk-in. Cost for each meal is $4.90; subsidy is available through FCSS based on family size and income. Meals are delivered Mon – Fri at noon.

Information and Referral Services

We provide information on services in the St. Paul area. We produce the annual “St. Paul Community Directory” that includes up-to-date and accurate business, residential, and non-for-profit and government listings.

Yellow Ribbon Program

The Yellow Ribbon Program is an international grass-roots anti-suicide movement administered in St. Paul by FCSS with the involvement of numerous individuals and organizations including schools, churches, Mental Health Services, AADAC, Living with Loss Committee, etc. It provides options to suicide and helps people to realize that they can help a friend or relative who is suicidal.

Anti-Bullying Committee (St. Paul & Area)

We are a collaborative partner and support the following mission statement: to be proactive in the prevention of bullying, through:

  • collaboration
  • education and research
  • provide on-going support to our communities

Safer Community Task Force (St. Paul & Area)

We are a collaborative partner and support the following mission statement: we are here to mobilize through collaboration and cooperation, the development and implementation of strategies to enhance opportunities to create a safer community for all people in the St. Paul and surrounding areas.

Parent Link Centre (St. Paul)

The PL mandate is to provide high quality, comprehensive, accessible, community-based programs that comply with province-wide standards of excellence and respond to the changing needs of parents and families. In fulfilling this mandate, the centres

  • promote family wellness
  • promote positive parent-child relationships
  • improve parenting knowledge and skills
  • foster optimal child development
  • ensure that children get a healthy start in life

Parent Link Centres provide a comprensive range of services that includes all the following core services:

  • parent education
  • early childhood development and care
  • family support
  • information and referrals

Hours of Operation:  Monday-Wednesday-Friday  7:00 am - 12 noon and from 1:00 pm -3:00 p.m. and   Tuesday- Thursday 8:00 a.m. - 12 noon and from 1:00 p.m. - 4:00 p.m.

Fee $10.00 (return trip)
